Economic development begins with strong partnerships, bold ideas, and communities willing to invest in their future. WINPRO is excited to share that Elevate C-Stores (Elevate) has proposed a joint venture with WINPRO to develop and operate a new travel center, mixed-use development at the Highway 50 site in Lamar, Colorado.

Recently, representatives from WINPRO and Elevate C-Stores toured the development site. Their reaction was overwhelmingly positive. Elevate believes the site offers exceptional potential because of its visibility, accessibility, and long-term growth prospects. They see an opportunity to complement Lamar’s existing market by introducing a new generation of travel services at a location with outstanding visibility and excellent ingress and egress. In Elevate’s view, the Highway 50 site is strategically positioned to meet the needs of both residents and travelers while supporting future commercial growth for the community.

Why Elevate?

Elevate is an experienced owner, developer, and operator of convenience stores and travel centers. Elevate is a fuel wholesaler for Cenex – a national fuel brand specializing in travel center developments in rural America. The company has earned a reputation for developing attractive, high-quality destinations that go well beyond traditional fuel stations. Their projects typically include modern fueling facilities, convenience retail, quality food offerings, and amenities designed to serve both professional drivers and everyday travelers.

Just as importantly, successful travel centers often become catalysts for additional commercial development. Restaurants, hotels, retail businesses, and service providers frequently follow, creating new jobs, expanding the local tax base, and strengthening the surrounding economy.

Elevate currently has several exciting projects underway, including a major travel center near Denver International Airport along Peña Boulevard and another development in Columbia, Missouri. After visiting the Denver project, Stan was impressed by both the quality of the development and the company’s commitment to creating destinations that enhance the communities they serve.

Looking Ahead

While this opportunity is exciting, important work remains before construction can begin.

Infrastructure continues to be the project’s greatest challenge. Roads, utilities, drainage improvements, and other public infrastructure will require creative planning and financing. WINPRO believes that tools such as a special taxing district or similar financing mechanisms may provide a path to funding these improvements.

Engineering and site-specific issues must also be addressed, requiring continued collaboration between the private sector, the City of Lamar, and other stakeholders.

A Vision for the Future

Projects like this are about much more than a convenience store. They represent an investment in a community’s future.

A modern travel center can create quality jobs, generate new tax revenue, improve services for residents and visitors, and stimulate additional commercial investment along the Highway 50 corridor. The fact that an experienced developer like Elevate sees this level of opportunity in Lamar speaks volumes about the community’s future potential.

WINPRO remains committed to working with our partners to assemble the many pieces necessary to bring transformative projects like this to fruition.
